AJ brings over a decade of experience in government
and corporate planning, strategy management, as well
as compliance monitoring and performance
evaluation.

She started her government career at the Department
of National Defense in 2012, contributing to the
development of its Strategic Performance
Management System guidelines. She was also
involved in strategic national security work under the
Office of the Assistant Secretary for Plans and
Programs, including monitoring the operations and
performance of the Department and its bureaus. She
also served as technical staff to senior leaders in
various national peace negotiations.

As a Planning Officer at the Office of Civil Defense, AJ led internal planning, compliance
monitoring, and evaluation functions. She also served as Head Secretariat of the Total Quality
Management System team, contributing to OCD’s successful ISO 9001:2015 certification
during the height of the pandemic in 2020–2021. In February 2021, she joined the Tourism
Infrastructure and Enterprise Authority as Corporate Planning Chief, overseeing strategic and
operational planning. As Acting Chief of the Strategic Planning Division, she led the
development of TIEZA’s Medium-Term Corporate Strategic Plan and spearheaded TIEZA
PERFORMS (Performance Excellence through Results-Based Framework in Organizational
Reforms and Management Systems), the agency’s enhanced SPMS guidelines.

She joined NDC as a Planning Officer IV in 2023 and was promoted in 2024 to Manager of the
Corporate Planning Department, where she leads the company’s planning functions and
supervises the IT Unit. She also serves as Vice Chairperson of the NDC Bids and Awards
Committee and Chairperson of the Gender and Development Focal Point System Technical
Working Group.

She earned her undergraduate degree in Public Administration from the University of the
Philippines Diliman, completed postgraduate studies in Urban and Environmental Planning,
and became a licensed Environmental Planner in 2016. She later obtained a Master’s degree in
Public Management from the Development Academy of the Philippines, graduating as batch
Valedictorian and Leadership Awardee, and receiving the Best Thesis distinction. She is also
an active member of the DAP Alumni Association, Inc., serving as a Board Trustee and
incorporator.
