Sharon S. Garin

Department of Energy

Secretary Sharon S. Garin is a Certified Public Accountant and lawyer, with a strong
background in public service, legislation, and energy policy.

She holds a degree in Accounting from the University of the Philippines Iloilo, a law
degree from the Ateneo de Manila School of Law, and an International MBA from the
Escuela Superior de Administración y Dirección de Empresas (ESADE) in Spain.

She was appointed Undersecretary of the Department of Energy in September 2022,
where she held key leadership roles, such as supervising the Financial and Legal
Services and serving as Chairperson of the Nuclear Energy Program Coordinating
Committee, and as Legislative Liaison of the Department.

On 16 June 2025, she was appointed Officer-in-Charge of the Department. She was
then appointed Secretary of Energy on 14 July 2025, and her appointment was
subsequently confirmed by the Commission on Appointments on 01 October 2025.

As Secretary of Energy, she leads the direction and supervision of the Department
and its attached agencies-including NPC, TRANSCO, PSALM, and PNOC—and
continues to push for reforms in energy policy, infrastructure, and innovative
technologies, such as nuclear and renewable energy development.

Prior to her executive service, Secretary Garin served in the House of Representatives
from 2010 to 2022 where she made history as the first party-list representative elected
as Deputy Speaker, and the first female Deputy Speaker from the Province of Iloilo.
During her legislative tenure, she chaired the Committee on Economic Affairs, and
was instrumental in the passage of key laws such as the New Public Service Act, the
Foreign Investments Act, the CREATE Law, TRAIN, and the Retail Trade
Liberalization Act.
