Biography
Rolando U. Toledo
Mr. Rolando U. Toledo currently serves as the Acting Secretary of the Department of
Budget and Management (DBM) of the Republic of the Philippines. In this capacity, he
serves as the government’s steward of public funds, overseeing the preparation,
execution, and monitoring of the national budget to ensure resources are allocated
efficiently and aligned with development priorities. As a Cabinet member, the Secretary
advises the President on fiscal policy, directs budgetary planning and expenditure
management, and ensures transparency and accountability in the use of public
resources. The role also involves coordinating with agencies to improve performance
reporting, linking budget allocations to measurable outcomes, and promoting
evidence-based decision-making to strengthen good governance and service delivery.
Throughout his distinguished career, Secretary Toledo has demonstrated exceptional
leadership and dedication to public service. He began his journey at the Department
of Budget and Management (DBM) as an Accounts Analyst and steadily rose through
the ranks to hold some of the agency’s most critical leadership roles. His notable
appointments include Director of the Fiscal Planning and Reforms Bureau in 2012,
Assistant Secretary in 2018, and Undersecretary of the Budget Policy and Strategy
Group in 2021. In 2022, he served as Supervising Official of the Local Government
and Regional Operations Group, and in 2024, he assumed the role of Undersecretary
for the Budget Preparation and Execution Group.
Mr. Toledo’s leadership is underpinned by both technical expertise and strategic
insight. He is a Certified Public Accountant, with graduate studies in Development
Economics from the University of the Philippines School of Economics, and holds a
Master’s degree in National Security Administration from the National Defense College
of the Philippines. This unique combination of financial acumen and national security
perspective enables him to approach the national budget not merely as a financial
document, but as a powerful tool for promoting inclusive economic growth,
strengthening social protection, and safeguarding national interests.
