Atty. Rhoel Z. Mabazza

A lawyer by profession, Rhoel
previously worked with Fortun Narvasa
and Salazar Law Firm, and the Asset
Privatization Trust (now Privatization
Management Office) as a Trust
Attorney. He started his career with
NDC in 2002 as an Attorney V prior to
being designated as the Manager for
Legal Department in 2003. In 2019, he
was appointed as Assistant General
Manager for Corporate Support Group.
As such, he heads NDC’s Finance,
Administrative, Human Resources, and
Legal Departments. He also
concurrently supervises NDC’s Asset Management Group. Aside from being a
member of NDC’s Management Team, he has been serving as Corporate Secretary
of the NDC Board of Directors since 2003.

Rhoel’s experience carries with him several years of practice in legal
management, privatization of government corporations, finance, project
investment, public-private partnerships, leveraging company’s assets, and
organizational restructuring.

He acted as a major negotiator for contracts involving leases, settlement of
receivables and obligations, investments, and joint venture transactions. He was
also involved in NDC’s various bond flotation, particularly in the execution of
Executive Orders necessary for these bond issuances. He was likewise part of the
NDC team in the joint venture project that eventually became the first
infrastructure link-road project under the Public Private Partnership (PPP)
Framework.

Rhoel earned his Juris Doctor and undergraduate degree of AB-Interdisciplinary
Studies from the Ateneo de Manila University.
